Water, Land, Environment and Climate Change Minister, Hon. Robert Pickersgill (left), signs a copy of the $1 billion contract for contstruction of an artificial groundwater recharge system at Innswood, St. Catherine, during a signing ceremony at the National Water Commission's (NWC) corporate offices in New Kingston on July 18.
