Powell, during a wreath-laying ceremony at the US Embassy in Kingston on Thursday (October 21). Kamina Johnson Smith; and Chargé d’ Affaires, US Embassy, John McIntyre. General Colin Powell was appointed Secretary of State by President George W. Bush on January 20, 2001, after being unanimously confirmed by the US Senate. He served for four years, leaving the position on January 26, 2005. He was the first African-American to serve as US Secretary of State. General Powell died on October 18.
