HAJ to Significantly Increase Production in 2025/26

The Housing Agency of Jamaica Limited (HAJ) will be significantly increasing housing production and improve the affordability of housing units, in the 2025/26 fiscal year.
The agency will also focus on upgrading infrastructure in marginalised communities and increase the issuance of certificates of title.
This is contained in the 2025/26 Public Bodies Estimates of Revenue and Expenditure, tabled in the House of Representatives by Finance and the Public Service Minister, Hon. Fayval Williams recently.
The document noted that for the 2025/26 fiscal year, the HAJ plans to commence construction of 795 housing units and deliver 563 units to the market. The housing starts will comprise 337 units in St Elizabeth, 290 units in St Catherine, 96 units in St James and 72 units in St Andrew.
A total of 452 units will be delivered to the market in St Catherine, while 111 units will be delivered in St James.
“To improve access to homeownership for lower income groups, existing informal settlers and the regularisation of informal communities, the HAJ aims to hand over 208 land titles during the 2025/26 financial year,” the document said.
Since the National Land Titling Programme began in 2012, the HAJ has issued 10,000 titles to more than 50 communities islandwide. Currently, more than 7,700 titles are still with the agency, awaiting distribution once requirements are fulfilled.
Meanwhile, the HAJ remains committed to making homeownership more accessible and will be intensifying project monitoring to ensure timely market delivery.
The HAJ will also pursue the implementation of strategies to enhance its operating efficiency by streamlining processes, utilising resources effectively, and implementing best practices to ensure timely and cost-effective delivery of housing solutions.
The Agency is projecting a net profit of $725.51 million for 2025/26, reflecting a decrease from the previous year’s projection of $988.95 million.
Additionally, the agency plans to expand its workforce, increasing its staff complement from 92 to 110 employees to support its growth and operational efficiency.
The Housing Agency of Jamaica Limited was incorporated on a change of name from the National Housing Development Corporation Limited (NHDC) in September 2008.
Notably, the NHDC was formed through the merger of the Caribbean Housing Finance Corporation Limited, the National Housing Corporation Limited and Operation PRIDE.
