A $6.1 million contract was signed between the Ministry of Water and Housing, and Solid Engineering Limited, at the Ministry’s headquarters yesterday (Oct. 14), for the rehabilitation of roads in the Norwood Housing Scheme, in St. James.
Chief Technical Director, at the Ministry, Heather Pinnock, said that the infrastructure of the Norwood Housing Scheme, which was constructed in the 1970’s, by the then Ministry of Construction, has not yet been taken over by the Parish Council, “and as such, the Ministry of Water and Housing, has undertaken to do some rehabilitation of the infrastructure until the Parish Council has taken over the scheme.”
She informed that the scope of works for the project include: the stabilisation of the roads sub base; the application of an asphalt concrete wearing surface; and the cleaning of culverts.
Miss Pinnock further informed that the project, which has a defects liability period of six months, will last for that same period.
Project Manager for Solid Engineering Limited, Vincent Lachman, said that he was happy to participate in the Ministry’s construction activities, and assured that “we intend to do a good job.”
Two tenders were received for the contract, one of which was approved following the National Contracts Commission’s (NCC) consideration of the recommendation for the award to Solid Engineering.
The National Contracts Commission, an independent anti-corruption body, supplements the role and functions of the Parliamentary Commission of the Contractor General.
Its primary objectives are the promotion of efficiency in the process of the award and implementation of Government contracts, and ensuring transparency and equity in the awarding of such contracts.
The NCC achieves its objectives, by, among other things, reviewing and endorsing recommendations for the award of Government contracts of $4 million in value and above, and registering and classifying contractors who wish to tender on Government contracts. In addition, the Commission makes recommendations to Cabinet, for improving the efficiency of the procedures for the granting and implementation of Government contracts.
