The Full Story

The Government has entered into an agreement with Jamalco to expedite titles for over 1,500 persons on the company’s resettlement programme.

Under the agreement, Jamalco will submit for processing, all of the title applications through the Land Administration and Management Programme (LAMP).

“It is a commendable start in addressing the perennial challenges that land owners have experienced in obtaining titles over the years, as well as resolving tenure as far back as in the 1970s,” said Minister of Water, Land, Environment and Climate Change, Hon. Robert Pickersgill, while addressing the signing ceremony at his New Kingston offices, on May 29.

The Memorandum of Understanding (MoU) was also signed by Jamalco’s Chief Executive Officer, Antonio Melo.

Mr. Pickersgill said the certificates of title will provide economic security for the beneficiaries.

“We will unlock the capital assets of these land owners, promote psychological wellbeing, create a proactive business environment, and foster economic growth and development,” he noted.

The Minister told the gathering that LAMP’s quest is to deliver security of tenure, thereby empowering more Jamaicans and enable them to be owners of land.

Mr. Pickersgill said the lack of security of tenure affects approximately 50 per cent of the over 800,000 land parcels in Jamaica. “The good news is that resolution of these challenges is a major component of LAMP,” he said.

The Minister pointed out that a commitment of the Government is to “work tirelessly” to secure land ownership for ordinary Jamaicans, because there is no hope of “building a strong economy, or improving the quality of life for our citizens without security of tenure.”
