The Government has allocated $70.2 million in the 2015/16 Estimates of Expenditure, for the Youth Development Programme.

The Estimates were tabled in the House of Representatives on February 19 by Minister of Finance and Planning, Dr. the Hon. Peter Phillips.

One of the main objectives of the programme is to facilitate the transition of unattached youth to adulthood and the world of work through on-the-job experience, information dissemination, labour intermediation service and sector management.

Physical achievements up to December 2014 include: revision of the National Youth Service (NYS) curriculum completed; 90 per cent completion of the upgrading of the NYS Parish Offices (based on requests received); Clarendon Youth Information Centres (YIC)/NYS offices opened and operational.

Other achievements include: completed 85 per cent construction works at St. Catherine YIC/NYS offices; completed 50 per cent of the construction of the Hanover YIC office; completed 20 per cent renovation works at Hanover NYS; submitted building application for construction of Trelawny YIC/NYS offices to Parish Council for approval; and completed all activities related to the Career Advancement Programme (CAP).

Additional achievements are: completed Impact Evaluation of NYS non-residential programme and CAP; completed procurement of bus and pickup for NYS/YDP; completed the design of Strategic Framework for YICs; completed the development and piloting for M&E System for the YICs. completion of the draft M&E manual; Green Paper for National Youth Policy tabled in Cabinet; completed preparatory work for the postgraduate programme in Youth Development; and completed the audit for 2013/14.

Anticipated targets for 2015/16 include the completion of the Hanover YIC and NYS facilities; complete revision of the National Youth Policy; roll-out of M&E system in all YICs; design of M&E system for NYS; complete upgrading of NYS parish offices; complete procurement of furniture and equipment for new and existing YICs; complete purchasing of furniture and equipment for new and existing NYS offices; and complete End of Project Evaluation.
