Two technical working groups are to be established to provide oversight of the transformation process for the Programme of Advancement through Health and Education (PATH).
The first group will review and provide recommendations regarding the technical design of PATH.
The other will scrutinise and provide strategic guidance on the reassessment and general rules of the programme.
There will also be the formation of an advisory committee, to make strategic decisions on the reform process.
Minister of Labour and Social Security, Hon. Pearnel Charles Jr., outlined details at the Ministry’s townhall series, ‘On a PATH to Transformation with the Ministry of Labour and Social Security’, on March 13, at the Saint Gabriel’s Anglican Church Hall in May Pen, Clarendon and online.
It was the second in a series of engagement sessions to be hosted by the Ministry to facilitate the revamping of PATH.
Mr. Charles Jr. said the Ministry will be seeking to complete the engagement sessions by the end of the calendar year with a view to rolling out the restructured system in 2025.
“We are hoping that we will be able to finish our engagements and that will be finalised by the end of this calendar year, so that moving into the third and fourth quarters of the financial year we will be able to have a firm understanding of what the new look PATH ought to be,” he said.
Priority areas targeted for improvement of PATH include the process of selection/Beneficiary Identification System (BIS), monitoring and evaluation, and technology and data analytics.
“It is important to note that the transformation has already started. It is our intention to not wait until everything is completed before we start to implement some of the more realistic and practical adjustments which have to be made in order to have a programme that is going to be effective. It is our hope that by next year this time, we will have the new-look rebranded completed PATH on the ground,” the Minister said.
