The Government is in the process of finalising a structure to coordinate recovery and reconstruction efforts, following the impact of Hurricane Beryl on the island.

Prime Minister, the Most Hon. Andrew Holness, made the disclosure during a statement to the House of Representatives on Tuesday (July 9).

Mr. Holness said he convened a multi-agency meeting to coordinate the management of philanthropy and relief efforts.

“Once this is finalised, an announcement will be made on how the Government will treat with requests for building assistance, building support and other offers that are being made,” he said.

The Prime Minister further noted that the immediate focus is on relief and recovery, and there is a need to look ahead to the future.

Mr. Holness pointed out that the hurricane season has just started, while adding that it is forecast to be exceptionally active and intense.

“It is, therefore, imperative that our efforts prioritise resilience and sustainability. Our approach must be to build back stronger and better, ensuring that the infrastructure and homes we repair and rebuild today can withstand future storms,” he said.

The Prime Minister emphasised that all reconstruction efforts will adhere to enhanced building codes and standards designed to improve resilience against natural disasters.

“We will invest in robust infrastructure, including flood defence, storm water management systems and resilient public buildings. Any aid that we give towards reconstruction and rebuilding, we must insist that the building code is followed. So, the use of the hurricane straps, it was telling, that as you drove through and you look, you can tell the roofs that had no hurricane straps. It was very clear, hurricane straps work,” he said.

In terms of housing construction, Mr. Holness said modern and sustainable practices will be incorporated, as well as durable materials and designs that offer greater protection against hurricanes, will be used.

Additionally, the Government will promote the use of renewable energy sources and energy-efficient technologies in construction.

“In terms of our environmental management, recognising the link between environmental health and disaster resilience, we will intensify efforts to protect and restore our natural ecosystem. This includes reforestation, coastal protection and sustainable land use practices that reduce vulnerability to natural hazards,” Mr. Holness said.
