Speech

It was with deep regret and sadness that I learnt of the passing of retired Supreme Court Judge, Justice Ronald Small.
Justice Small has given extensive and distinguished service to the Justice system in Jamaica and played a major role in the establishment of the Juvenile Court as a special avenue for meeting the needs of and dealing with issues relating to youth.
He possessed a brilliant mind and his judgements were sound and fearless.
His work has helped to establish and define high standards in our justice system and the country owes him an enormous debt of gratitude.
It was my privilege to have appeared before him on several occasions and to benefit from his erudition. This brave warrior for justice in the country who dedicated his time and effort to the development of jurisprudence in Jamaica will long be remembered.
After his retirement from the Bench, he gave devoted community service to the parish of Hanover, his final abode.
I extend my sincere condolence to his family and friends and all who mourn his passing.
