Members of Parliament Dr Paul Robertson, Fitz Jackson and the Portmore Municipal Mayor George Lee met with representatives of the Portmore Citizens’ Advisory Committee (PCAC) yesterday evening regarding the issue of the Portmore leg of the Highway 2000 toll road.
The meeting called by the MPs and the Mayor sought to invite the PCAC to join them in seeking to realize the six (6) points adopted in the Portmore Municipal Council resolution of March 2005 on the Portmore leg of Highway 2000. The elected representatives were advised by the PCAC that they have accepted the ruling of the Supreme Court on July 26, 2005 and will not be appealing that decision. The representatives were further advised of the PCAC’s commitment to work with them to achieve the goals of the adopted resolution which seeks to ensure a reasonable toll charge and improvements to the Mandela highway alternate route, among other concerns.
The PCAC has also agreed to make itself available to meet with them and the Prime Minister for further discussions on concerns that they may have and to ensure that the best options available are realized from construction of the Highway 2000 Portmore leg.
The meeting concluded with a consensus that the collaborative efforts of the MPs and the Municipal council will serve to finally resolve the long outstanding difficulties of Portmore residents in commuting to and from the corporate area efficiently and comfortably.
RESOLUTION
BE IT RESOLVED THAT THE PORTMORE MUNICIPAL COUNCIL RESTATES ITS FULL SUPPORT FOR THE CONSTRUCTION OF THE PORTMORE LEG OF HIGHWAY 2000.
THAT THE COUNCIL SEES THE HIGHWAY AS PROVIDING A VITALLY NEEDED MODERN AND EFFICIENT TRANSPORTATION SYSTEM AND BRINGING SUBSTANTIAL ECONOMIC BENEFITS TO THE MUNICIPALITY.
THAT THE COUNCIL TAKES THE FOLLOWING POSITION WITH RESPECT TO THE PRESENT CONTROVERSY OVER THE PROJECT:
THE CITIZENS OF PORTMORE DESERVE AND MUST HAVE A SUITABLE ALTERNATIVE ROAD.
EVERY EFFORT MUST BE MADE TO ENSURE THAT ANY TOLL IMPOSED MUST BE REASONABLE AND AFFORDABLE.
THE MARCUS GARVEY DRIVE BE UPGRADED TO ENSURE A SMOOTH FLOW OF TRAFFIC WHEN VEHICLES LEAVE THE HIGHWAY.
THE ROUNDABOUT OUT OF PORTMORE AND THE MANDELA HIGHWAY BE UPGRADED TO FACILITATE A SMOOTH FLOW OF TRAFFIC. THERE BE A STRUCTURED BENEFIT TO THE MUNICIPALITY OF PORTMORE TO HELP WITH INFRASTRUCTURE AND ENVIRONMENTAL DEVELOPMENT.
BE IT FINALLY RESOLVED THAT ALL THESE ISSUES BE PLACED ON THE TABLE AND THERE BE AN IMMEDIATE PROCESS OF NEGOTIATIONS BETWEEN THE RELEVANT AUTHORITIES AND A REPRESENTATIVE GROUP FROM PORTMORE TO ARRIVE AT A RESOLUTION IN THE BEST INTEREST OF THE PEOPLE OF PORTMORE.
