Work to develop the Finance and Public Service Ministry’s Strategic Human Resource Management Division (SHRMD) is on course for completion in November.

State Minister, Hon. Rudyard Spencer, says the unit’s top tier has been finalised, with work well under way to complete the full structure within five months.

He advised that staff recruitment has commenced “and will run concurrently with the build-out of the remaining structure”.

Mr. Spencer provided the update during his 2016/17 Sectoral Debate presentation in the House of Representatives on Wednesday, June 29, under the theme: ‘Towards a New and Dynamic Public Sector’.

The SHRMD provides strategic oversight and policy direction for human resource management across the public sector.

Its establishment is consistent with the Government’s commitment under the Extended Fund facility (EFF) with the International Monetary Fund (IMF).

Mr. Spencer said streamlining human resource management across government is aimed at ensuring that the country benefits from a “more efficient, capable and responsive public service”.

He noted, however, that the process “will not happen overnight and will require careful and deliberate planning and action”.

“Our public servants are our most valuable and accessible resource, as such, it is important that appropriate investments are made to support their ability to contribute to the ongoing development of the public sector and by extension, the country,” he said.

Mr. Spencer said the Finance Ministry will also provide a model template for replication by other Ministries, Departments and Agencies.
