Sharing the moment are Principal Director, Policy Planning, Performance Management and Research in the Ministry, Junior Rose (left), and Senior Director, Hazard Mitigation and Risk Management, Patrick Watson. Mrs. Bowen is a career diplomat with more than 30 years’ experience in the Foreign Service. She succeeds Ambassador Shorna-Kay Richards. Mrs. Bowen is expected to assume office in Tokyo soon.
