A new, high-tech School Bus Operations Centre (SBOC) has been established to provide vital support, management, and coordination of the Rural School Bus Programme.

The centralised facility, located at 26 Lyndhurst Road in Kingston, will strengthen the operation of the programme, ensuring safer and more reliable travel to and from school for students across the island.

Utilising global positioning system (GPS) and other smart technologies, it enables real-time monitoring of buses, optimising routes, tracking driver behaviour, and enhancing safety.

Minister of Energy, Transport and Telecommunications, Hon. Daryl Vaz, in his address at the opening of the facility on Wednesday (April 15) said that the SBOC “is the operational hub of the entire programme of 110 school buses serving every parish in Jamaica”.

“From here, we will have real-time visibility of the bus movements through GPS tracking. Routes will be managed more effectively and efficiently, and we will use data to inform decisions and continuously improve service delivery,” he pointed out.

Minister Vaz said that the school bus programme, which was rolled out in September 2025 is delivering positive results, serving thousands of students each day.

“Parents are seeing reduced transportation costs, students are getting to school on time and there is a greater sense of safety and order in the system. That is the outcome the Government set out to achieve and that is what we are delivering,” the Minister said.

He said that the programme provides a structured, long-term solution to the long-standing problem of getting kids to school safely and efficiently.

He noted, however, that putting buses on the road is only one part of the solution.

“The real objective is to build a system that is organised and accountable and a system that can be monitored and improved over time. That is why the opening of the School Bus Operations Centre is so important,” he said.

Vice President of Elhydro, which is the entity managing the rural school bus programme, Major Paul Brown, said the SBOC creates a connected network for parents, drivers, and school administrators.

“The SBOC provides a comprehensive, on-the-move safety suite designed for rigorous demand of student transportation,” he noted.

Analytical information derived from the centre will be used by the Jamaica Urban Transit Company (JUTC) to optimise bus schedule routing, driver behaviour, investigation, bus performance and even CO2 emission tracking.

“It is the singular hub that will ensure that respective school regions operate interconnectedly through a central station rather than in isolation,” Mr. Brown said.

Data provided through the SBOC will enable officials to make strategic and proactive decisions based on real-time information, create interoperability between different school regions and increase response times in the event of any emergency, he added.
