The National Housing Trust (NHT) is looking to partner with owners of small parcels of land under the Small Development Partnership Programme, as part of efforts to resuscitate communities that are suffering from urban blight.

Prime Minister, Dr. the Most Hon. Andrew Holness, made the disclosure during his contribution to the 2025/26 Budget Debate in the House of Representatives on March 20.

“This initiative will see the NHT providing project funding, and the technical/construction expertise, while the landowner will offer their property as their equity for the development,” he said.

Dr. Holness pointed out that this is in order to address the difficulty of identifying and accessing large tracts of land for housing in some areas, especially urban and semi-urban.

The Prime Minister emphasised that the proposed properties must be zoned for residential purposes and have access to the requisite support infrastructure, such as potable water, electricity and sewerage.

“This is targeted at houses for the low-income and affordable segment of the housing market; therefore, the selling price of the units must be under the price point set by the NHT,” he said.
