The National Fisheries Authority (NFA) has commenced phase-one implementation of the ‘IrieFINS’ online licensing and registration system.

This will eliminate the need for fishers to come into the Authority’s head office, located in Newport East, Kingston, to either apply for or renew their licences, Principal Director for the NFA’s Fisheries Compliance Licensing and Statistics Division, Dr. Zahra Oliphant, says.

She was speaking during a recent Jamaica Information Service (JIS) ‘Think Tank’, at the agency’s Head Office in Kingston.

Dr. Oliphant informed that the NFA is currently registering applicants “who come into our head office directly on IrieFINS”.

She said with the portal’s implementation, fishers will be able to apply for their licences using their mobile devices.

The Director further indicated that phased implementation will allow NFA officers to familiarise themselves with the platform, and better enable them to comprehensively explain its functions to fishers.

“We will be completing the implementation of IrieFINS through different phases. The next phase will be for our extension officers in the field to use the platform. When our fishers come to get registered, they will use the platform and then we will progress to doing our vessel licences until we have fully implemented [the system]. We are heading towards a paperless era, and this is very important as we look at digital transformation in government,” Dr. Oliphant said.

The requirement for a licence to fish excludes persons doing so from the seashore or riverbank using a single line.

Noting that the Authority has seen significant improvements in fishers’ compliance with the stipulated governing regulations and steps taken to get licensed, Dr. Oliphant reiterated that IrieFINS is intended to improve the efficiency of the NFA’s operations.
