NaRRA Will Convert International Financing into Bankable, Resilient Projects

Governor-General, His Excellency the Most Hon. Sir Patrick Allen, says the Government, through the National Reconstruction and Resilience Authority (NaRRA), will convert unprecedented levels of international financing into bankable, resilient projects, delivered with transparency, speed, discipline, and measurable impact.
“This Authority represents a new development architecture for Jamaica; one that embeds resilience into national planning, accelerates delivery, and ensures that reconstruction and resilience investments translate into lasting
economic opportunity and sustained national strength,” he said.
The Governor-General was delivering the Throne Speech at the Ceremonial Opening of Parliament for the 2026/27 legislative year on Thursday (February12) in Gordon House.
He noted that the establishment of NaRRA is in response to the widespread devastation caused by Hurricane Melissa, which underscored the vulnerability of critical infrastructure and the need for a more integrated and disciplined national framework for recovery and resilience.
Operating as a centre of technical excellence for project preparation and execution, NaRRA will serve as a single point of national coordination across ministries, agencies, and development partners, while providing a structured platform for public-private partnerships.
The agency was established as a department, pending the enactment of special-purpose legislation to constitute it as a statutory corporation.
