The Full Story

The Government has facilitated more than 772,000 transactions since the electronic Motor Vehicle Registration Certificate (eMVRC) was introduced on July 21, 2025.

Minister without Portfolio in the Office of the Prime Minister responsible for Efficiency, Innovation and Digital Transformation, Hon. Ambassador Audrey Marks, highlighted the eMVRC among three major achievements of the Information and Communications Technology (ICT) Authority, which was established last April.

“Working with Tax Administration Jamaica and the Island Traffic Authority, we transitioned to the electronic motor-vehicle registration certificates and digital fitness certificates. This has been a resounding success. The platform also has built-in features that remind drivers when a certificate is nearing expiration and allows renewal with the click of a button,” she said.

Ambassador Marks was addressing the media launch of the ICT Authority on Friday (April 10), at its Old Hope Road offices.

She also highlighted the Gov Payout system as a key initiative, which in its initial rollout supported the Government’s $1 billion solidarity programme by enabling cash grants to vulnerable citizens.

Key benefits include reduced manual processing through automation and support for multiple payment channels.

A third achievement highlighted was Tax Administration Jamaica’s mobile application.

“Through this application, citizens are now able to complete a range of tax transactions directly from their devices, including tax payments, police record transfer applications. So far, this application has over 40,000 users and counting,” Ambassador Marks shared.

Meanwhile, Ambassador Marks noted that the expansion of digital signature services will improve efficiency when conducting official business.

“Digital sign-in was launched two weeks ago, and this will allow official documents to be executed electronically, enabling citizens and businesses to submit and receive authenticated documents without relying on paper or in-person visits,” she said.

The Information and Communications Technology Authority Act was passed in 2019.

The ICT Authority was established on April 2, 2025, with a clear mandate to strengthen governance, accelerate digital transformation and build a more efficient, connected and citizen-focused government.
