Prime Minister, Dr. the Most Hon. Andrew Holness, says the Government will be developing the Lucea Harbour into a premium boating destination.

“Sheltered from the prevailing winds, with deep natural water, and proximity to emerging resorts on the belt between Montego Bay and Negril, Lucea Harbour has every natural attribute required to become a premium boating destination,” he said.

Dr. Holness, who was making his contribution to the 2026/2027 Budget Debate in the House of Representatives on Thursday (March 19), said that the project will be done under the National Reconstruction and Resilience Authority (NaRRA).

“This is a perfect project for the private sector…. and so NaRRA will stimulate, facilitate, coordinate, but more than that, get it done quickly,” he pointed out.

Meanwhile, Dr. Holness indicated that the Government will advance the Hopewell and Lucea Bypass to ease congestion in the Hanover town centres.

He said that frequent bottlenecks in the towns are affecting quality of life and economic prospects.

“Every hour of unnecessary journey time is a deterrent to tourism investment, a disincentive to the visitor experience, and a brake on the development of Hanover’s enormous, untapped potential,” the Prime Minister told the House.

He explained that the Hopewell and Lucea bypass will run through a connection point on the Long Hill bypass in St. James (which is already under construction), traversing westward with Link Road, serving both Hopewell and Lucea before terminating on the westward side of Lucea.

“The alignment will run approximately three kilometres south of the existing coastal road. This will unlock the entire waterfront stretch between Montego Bay and Negril as prime resort lands,” Dr. Holness said.

He added that consideration is also being given to the eventual construction of a new town centre for Lucea once the bypass is completed, as the town is below sea level and at risk for storm and wave action.
