Legislative Policy Development Course to Be Introduced

The Ministry of Legal and Constitutional Affairs will be partnering with the Management Institute for National Development (MIND) to introduce and institutionalise a legislative policy development course in the upcoming fiscal year.

The course is aimed at building the capacity of the members of legislative teams across ministries and to improve the performance of the legislation programme.

Portfolio Minister, Hon. Marlene Malahoo Forte, made the disclosure during Thursday’s (March 6) meeting of the Standing Finance Committee of the House of Representatives, whose members are reviewing the 2025/26 Estimates of Expenditure.

Mrs. Malahoo Forte noted that the Ministry is keen on improving efficiency in drafting reforms and publication of the laws of Jamaica.

She noted that by way of Cabinet Decision 20 of 2022, each ministry was mandated to establish a legislative team, comprising legal officers, policy officers and chief technical directors.

“Our efforts to make the law reform process more efficient, thereby improving the quality of legislation and the speed with which they are promulgated, is ongoing,” she said.

“For the upcoming year, we will continue to provide technical guidance and support to the ministries,” she added.
