Jamaica Customs Streamlines Hurricane-Relief Clearance Procedures

The Jamaica Customs Agency (JCA) has outlined streamlined procedures to ensure the rapid clearance of hurricane‑relief consignments, facilitating timely support from individuals, charities, churches, and community organisations.
Chief Executive Officer (CEO) and Commissioner of Customs, Dr. Velma Ricketts Walker, explained that individuals sending small shipments such as barrels and boxes can expect an efficient clearance process once the requisite documents are presented.
“To clear the items, we require… a Taxpayer Registration Number (TRN)… a valid ID… a packing list, invoice or receipts where applicable, [and] the bill of lading or the airway bill,” she said.
Dr. Ricketts Walker noted that a customs declaration and a special form confirming the items are for disaster relief are required, adding that once documentation is complete, clearance is typically finalised the same day.
To better assist the public, the JCA has established a dedicated helpdesk to provide guidance on hurricane‑relief consignments.
“All you need to do is just to e-mail emergencyreliefclearance@jca.gov.jm and ask any questions needed, get any clarity and guidance required,” the Commissioner pointed out.
Additionally, for large donations, the CEO encourages organisations to consign shipments to the Office of Disaster Preparedness and Emergency Management (ODPEM), noting that the entity manages national logistics and helps expedite clearance.
She advised that before shipping, organisations should notify ODPEM and submit a letter outlining the donation’s purpose, together with packing lists, shipping documents, invoices, and any required pre‑arrival forms. Once approved, ODPEM’s authorisation enables Jamaica Customs to expedite processing immediately.
Dr. Ricketts Walker said the JCA is also working closely with its partners to enhance service efficiency.
“We continue to assess where there may be gaps and how we can further improve,” she added.
The Commissioner encourages donors to use the Government’s Support Jamaica portal at supportjamaica.gov.jm, noting that it provides verified information on national priority needs, donation channels, and volunteer opportunities.
