The Full Story

One of the most significant constitutional events in Jamaica’s democracy is the swearing-in of a Prime Minister. Guided by Section 70 (1) of the Jamaican Constitution, this ceremony formally authorises the elected Prime Minister to assume office under the authority of the Governor-General, the nation’s Head of State.

The event usually takes place at King’s House, the official residence of the Governor-General, most often on the lawns of the property. On special occasions, the ceremony has been held indoors, such as during the COVID-19 pandemic, when it was relocated to the ballroom to better observe safety protocols. It is broadcast live on national television, radio and online platforms for viewing by the general public.

It is important to note that the outgoing Prime Minister remains in office until the successor is formally sworn in, ensuring continuity of government.

The proceedings follow a specific order which include:

  • The arrival of the incoming Prime Minister, escorted by a protocol officer to the respective area.
  •  The arrival of the outgoing Prime Minister, escorted by the Chief of State Protocol.
  • The arrival of the Governor-General, escorted by the Chief of Defence Staff.
  • The National Anthem, performed by the Jamaica Defence Force massed bands, and the offering of prayers.
  • The Governor-General gives a welcome address, acknowledging dignitaries, specially invited guests and officials present, including leaders from across the Caribbean region.
  • The Governor-General begins the constitutional process by reading the Instrument of Appointment.
  • The Prime Minister is invited to take the Oath of Allegiance – to the Constitution, laws and the people, and the Oath of Office – which is a pledge to lead with integrity and respect. These are recited aloud, and the official documents signed.
  • The Governor-General presents the Instrument of Appointment.
  • Then follows the breaking of the Prime Minister’s Standard, accompanied by a fanfare of trumpet.
  • The Prime Minister delivers his inaugural address to the nation, outlining priorities and vision for leadership.

The swearing-in ceremony affirms the constitutional process, and symbolises continuity and preservation of Jamaica’s democracy.
