The Full Story

Cannabis, also known as marijuana and ganja, has long been a part of Jamaica’s landscape. In 2015 lawmakers amended the Dangerous Drugs Act creating the framework for the decriminalisation of offences under the statute.

The Cannabis Licensing Authority (CLA), an agency of the Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF), was established through the legislation, to oversee the cultivation and distribution of cannabis through licensing. The Authority sees to the lawful regulation of the industry for medical, therapeutic or scientific purposes.

There are five main types of licences provided by the CLA.

Types of Cannabis Licences:

 Cultivator’s Licence – There are four categories of this licence that allows for the cultivation of between 405 square metres and 20234.3 square metres of cannabis for medical, scientific, and therapeutic purposes.
 Processing Licence – This allows for the processing of cannabis and the manufacture of cannabis based products in a space of over 200 square metres.
 Transport Licence – Allows for the transportation of cannabis and cannabis-based products between two licensed premises in an approved motor vehicle.
 Retail Licence – There are two types of cannabis retail licence. According to its type, this licence allows eligible distributors to sell cannabis products for medical, scientific, and therapeutic purposes with or without a space for immediate use by consumers.

 Research and Development Licence – Allows eligible groups – such as tertiary institutions – to assess, study, research, develop, and test cannabis and cannabis based products.

How to Apply:

Complete and submit your application for the respective license you desire. Application forms are available on the CLA website and office. All completed application forms and all supporting documents must be placed in a single sealed envelope and delivered to:

The Authority will review your application for completeness and will notify you of any additional information that may be required. All applicants are required to pay a Non-Refundable Processing Fee (per license being applied for) of US$300 for individuals and US$500 for all others.
