The Full Story

Five members of the judiciary were sworn in to various positions by Governor-General His Excellency the Most Hon. Sir Patrick Allen in a ceremony held on Thursday (January 6) at King’s House.

Marva McDonald-Bishop has been appointed to act as President of the Court of Appeal. Her appointment becomes effective January 10.

Georgiana Fraser and Kissock Laing have been appointed to act as Judges of the Court of Appeal for the period January 10 to April 8.

Also taking the oath of office as Acting Puisne Judges are Tania Mott Tulloch-Reid from January 7 to April 8, and Sandria Wong-Small whose appointment becomes effective January 7.

The Governor-General in his address, charged the appointees to use the capacity of the office to “help to fix what is wrong in Jamaica today.”

Noting the three critical arms of governance comprised of the executive, the legislature, and the judiciary, he charged each to perform their roles in their respective functions with integrity and commitment to the responsibility reposed in them.

“Your role in this process must evidently be outstanding as together with the legislature and the executive, you form the three-fold cord of governance that should not be easily broken…each arm must play its part so that Jamaica is governed satisfactorily,” he emphasised.

Chief Justice Bryan Sykes in his remarks, said the appointments are an important reminder of the importance of the judiciary and the rule of law to democracy.

“What we are endeavouring to do is to have a cadre of judges from the Supreme Court who are exposed to the functioning and work of the Court of Appeal so that they can enrich the quality of work that is done in the Supreme Court when they return,” he informed.

President of the Court of Appeal Justice Patrick Brooks who extended congratulations to the appointees, noted that as Judges of Appeal go on vacation leave, this enables other judges acting in the position to gain insight into the work of the Court of Appeal.

“There is an opportunity to expose other judges of the Supreme Court to the work of the Court of Appeal and the work that Court does. Most judges enjoy the opportunity to see what other Supreme Court Judges do and to learn from that experience,” he explained.

He offered his commendation to those appointed as Judges of the Court of Appeal. “We know it is well deserved and we are confident you will do well in the post.”

Justice Marva McDonald-Bishop who responded on behalf of her colleagues, expressed appreciation for the confidence placed in them to effectively execute their respective duties in dispensing justice.
