Finance Ministry Transformation Project gets $35 Million

The Government has allocated $35.5 million in the 2016/17 Estimates of Expenditure to continue activities under the Public Sector Transformation Programme.

The Estimates were tabled in the House of Representatives on April 14 by Minister of Finance and the Public Service, Hon. Audley Shaw.

One of the main objectives of the programme entitled, ‘Public Sector Transformation – Support the Ministry of Finance and Planning Transformation’, is to transform the Ministry into a high-performing Centre of Excellence through activities, including the adoption of a new organisational structure to improve its efficiency and effectiveness.

It also aims to build the capacity of the Ministry of Finance and the Public Service for change and culture management, through activities, including the development and implementation of training programmes.

Since December 2015, the project has seen the official launch of the programme; the staffing of the Programme Management Office; the completion of eight quick wins listed in the Ministry’s Strategic Review; and contracting of the change management firm, Behavioural Insights Team (BIT).

Anticipated targets for this fiscal year include: completing the Human Resource Transition Strategy Plan; designing and implementing change management and communication plans; adopt a new organisational structure and staffing levels; continuation of the business process reengineering; and development of the programme implementation plan.

The project, which is being financed by the Inter-American Development Bank (IDB), is slated to end in July 2017.
