Education Officers have been commended for their steadfast leadership and commitment to Jamaica’s education system and being central to the sector’s ongoing transformation.

Minister of State in the Ministry of Education, Skills, Youth and Information, Hon. Rhoda Moy Crawford, who addressed members of the Jamaica Association of Education Officers (JAEO) during their Conference and Professional Development Session at the AC Hotel in St. Andrew on March 27, praised the Association for its enduring contribution to education development.

The Minister of State noted that the mission of the organisation aligns closely with the country’s vision for a more equitable and high-performing system.

“I want to commend you for your leadership and your unwavering commitment to our nation’s education system,” she said, adding that the organisation continues to serve as a critical forum for professional excellence and advocacy on behalf of Education Officers.

She highlighted that the sector is undergoing profound transformation, both locally and globally, driven by challenges such as the long-term impact of the COVID-19 pandemic, the rapid integration of digital technologies and artificial intelligence (AI), and increasing concerns surrounding student mental health and equity in access to education.

The State Minister also pointed to teacher migration as a sensitive but significant issue affecting the system.

Miss Crawford reported that the Ministry’s education transformation agenda is progressing steadily, with implementation currently at 37 per cent, an increase of five percentage points since the last reporting period.

She expressed confidence that the country will remain on track to meet its 100 per cent transformation target by 2030/2031, noting that the progress reflects a strong commitment to building a more inclusive and resilient education system.

She underscored the indispensable role of Education Officers in driving these reforms, describing them as “real champions” who have been at the forefront of supporting schools, teachers, and students through periods of disruption.

The State Minister recounted visits to schools heavily impacted by Hurricane Melissa last October, where Education Officers worked alongside teachers on the ground to ensure continuity in learning, even under challenging circumstances.

The Minister of State emphasised that flexibility and resilience are essential qualities for navigating the evolving education landscape. She explained that flexibility requires adapting to diverse school environments, embracing digital and blended learning modalities, and making data-driven decisions, while resilience enables education professionals to persevere through setbacks and maintain focus on delivering quality and equitable education.

Turning to key priorities, she outlined several areas requiring continued collaboration, including improving literacy and numeracy outcomes, advancing digital transformation, strengthening teacher support and professional development, and promoting student well-being and inclusion.

She noted that Education Officers play a vital role in bridging relationships among students, teachers, and school leadership, thereby enhancing overall system effectiveness.

Miss Crawford also called for stronger partnerships among the Ministry, its agencies, teacher unions, the private sector, and international stakeholders. She stressed that collaboration is critical to empowering Education Officers and ensuring that policies are informed by practical, on-the-ground experiences.

Additionally, she reaffirmed the Ministry’s commitment to improving working conditions, strengthening professional recognition, and ensuring that the voices of Education Officers are reflected in policy development.

She encouraged participants to use the conference as an opportunity for reflection, knowledge-sharing, and renewed commitment to service. She reaffirmed the Government’s confidence in the leadership of Education Officers and their role in shaping the future of Jamaica’s education system.

“The future of Jamaica’s education system depends on leaders like you, leaders who are flexible in approach, resilient in spirit, and unwavering in purpose,” she said, while wishing the Association continued success in its work.
