The Caribbean Examinations Council (CXC) Board of Governors has formally approved the Council’s long-established Disaster and Business Recovery Protocol.
The approval was granted during CXC’s Governance Meetings held in Port of Spain, Trinidad, in December 2025.
The protocol governs CXC’s response when a participating member state is affected by a disaster, including hurricanes, floods, volcanic eruptions, or other unusual events, such as civil disorder.
Addressing a press conference at the Overseas Examinations Commission (OEC) in Kingston on Wednesday (January 7), CXC Registrar and Chief Executive Officer, Dr. Wayne Wesley, outlined that there are six steps in the protocol.
“One, CXC initiates response and a statement of support for the affected participating State. Secondly, CXC then coordinates with the Ministries of Education in the assessment and recovery efforts,” he shared.
Dr. Wesley explained that the third step requires CXC to engage in wider stakeholder consultations, to include parents, teachers, employers and other crucial stakeholders.
Thereafter, CXC management drafts recommendations and action plans for consideration by the Board.
“The Board then reviews, ratifies and then approves what CXC implements in facilitating the region affected by the disaster,” he said.
The sixth and final step is for CXC to implement and engage in ongoing evaluation with the affected State.
