Bio

Celia W. Lindsay is a confident, dynamic and motivated professional who has over three decades of experience in media and public relations. She is skilled at leading and building cross-functional teams, making critical decisions to advance projects through challenges and has a recognised ability of working creatively and independently.

She communicates well and is detail-oriented – strong qualities that are demonstrated in her work as leader, editor and writer.

Miss Lindsay utilises her creative leadership skills to generate and maintain enthusiasm around projects to achieve successful outcomes, while simultaneously fostering the growth of team members. She believes in excellent performance. Under her leadership, the Research, Print and Production Division has maintained a high achievement rate of key performance indicators (KPIs), annually.

This professional communicator is committed to advancing the vision and mission of the Jamaica Information Service (JIS) and plays an important role in the annual corporate planning and execution process. Through her leadership, teamwork and coaching, she engages her transformational Department Managers to identify and implement initiatives with positive and lasting outcomes.

She holds a Bachelor of the Arts Degree from the University of the West Indies (UWI) in Print Media Communication, Economics and Spanish. At the master’s level, she has a degree in Counselling Psychology from the Caribbean Graduate School of Theology.

Through a range of professional development courses, Miss Lindsay has enhanced her skills over the years. She has received training in change management from the Prosci Change Management Institute, and leadership skills through the Leadership Development Programme, Caribbean Leadership Project.  She has also been trained in marketing and management having completed courses in Cost and Financial Analysis, Marketing & Sales and Supervisory Management. Other professional courses she has pursued have included Writing Skills for Public Relations and Techniques in Video Production.

She has developed her skills while working with the public sector for over three decades as a Teacher, Writer/Editor and Public Relations Manager, to name a few. She received the Civil Servant of the Year – Management Category in 2019. She is one of the project leads responsible for the Agency’s ISO 9001:2015 certification.

Miss Lindsay is a Christian, a professional counsellor and an ardent reader.
