    Minister of Water and Housing, Dr. Horace Chang leaves the island today (June 25), for Grenada to serve as the region’s ‘Champion Minister’ at a Special Dialogue convened at the Fourth Caribbean Environmental Forum (CEF), being held from June 23 to 27.
    Organized by the Caribbean Environmental Health Institute (CEHI), a technical institution of CARICOM, with the regional mandate for water, the Special Dialogue is intended to lead the Caribbean sub-regional process toward the formulation of a Caribbean Position Paper on water. This paper will be one of four from each of the Americas sub-regions, North America, Central America, South America, and the Caribbean.
    The focus of the Position Paper, which will be developed through a high level participatory process involving a number of regional and international agencies and programmes, such as the Organisation of American States (OAS) and UNESCO International Hydrology Programme, will be on ‘Water and Climate Change in the Caribbean’.
    As ‘Champion Minister’ for the region, Dr. Chang is expected to lead the advocacy and resource mobilization efforts for the Caribbean process at the Water Forum of the Americas through the main event in Istanbul.
    The Caribbean Position Paper will be adopted at the Water Forum of the Americas, which is scheduled to be held in Brazil in November of this year.
    Minister Chang will be accompanied by Managing Director of the Water Resources Authority, Basil Fernandez, and National Water Commission Board Member, Lennox Wallace.
    The Minister returns to the island on Friday, June 27.
