BGLC Urges Compliance With Licensing Regulations

The Betting, Gaming and Lotteries Commission (BGLC) is calling on all gaming machine owners and operators to ensure compliance with licensing regulations.

Director of Licensing and Registration, Vivian Nunes, said that locally made gaming equipment, namely poker boxes and slot machines, must be fully licensed before individuals can commence their operation.

He warns that failure to comply can lead to severe penalties, including fines and seizure of gaming machines. The BGLC will also seek forfeiture through the courts once the machines are confiscated.

“While we will go ahead and flex our enforcement muscles, we are more interested in compliance for the gaming industry,” Mr. Nunes said.

To obtain a gaming machine licence, operators and owners must first complete a fit and proper assessment. This involves a thorough review of an applicant’s character and capacity to conduct betting, gaming and lottery activities.

Other requirements include the submission of an application form, valid police record, credit report, proof of assets, educational history, and a valid Tax Compliance Certificate.

Individuals are advised to only purchase gaming machines from BGLC-licensed Technical Service Providers or individuals with currently licensed machines.

“The most common issue that we face is that many persons are not aware that there is a requirement for licensing. My advice to persons wishing to venture into the gaming industry would be to contact the BGLC first because whatever business you decide to go into, it is always wise to get as much information as you need,” Mr. Nunes said.

The BGLC is also ramping up its public education efforts through various channels to improve awareness about licensing requirements.

Recent efforts include targeted advertisements and collaborations with local authorities, such as the Jamaica Constabulary Force (JCF), to reach bar operators and other stakeholders.
