Overseeing the process is Secretary-General, CARICOM, Ambassador Irwin LaRocque.

The signing took place on Friday (July 6) during the 39th Regular Meeting of the Conference of Heads of Government of CARICOM being held at the Montego Bay Convention Centre in St. James.
