The National Land Agency (NLA) is implementing an Estate Management System (EMS), as part of its thrust to reduce turnaround time and improve service delivery to its customers.

The EMS will be used to administer all information related to the 30,000 crown lands managed by the NLA in Jamaica, and will include the leasing, acquisition and disposition of crown lands.

Manager of Property Services in the Estate Management Division at the NLA, Peter Baker, said the system will fall within the Thomson Reuters Aumentum Registry Software being used by the NLA since 2003.

Speaking at a recent JIS ‘Think Tank’, Mr. Baker said the software has allowed the NLA to replace the existing land registration and parcel management system with a fully automated system and introduce public online access to information for users.

“We have just moved from the phase of maintenance and we are now in the implementation phase,” Mr. Baker informed.

He said implementation of the EMS is critical for the NLA to update its property inventory. “So, at quick access we can easily know what property we have leased, and what property is available,” Mr. Baker explained.

Mr. Baker added that the system will allow the NLA to manage rent reviews, enable real-time collection across the island and reduce the time for property divestment from months to a few weeks.

When fully implemented, the EMS will also assist the NLA to improve its revenue collection,  track transactions, increase transparency as well as provide notification to users on pending transactions.
