Jamaicans now benefit from fast and efficient services through the Streamlining Processes for Efficiency and Economic Development (SPEED) Programme which was launched by the Government of Jamaica (GOJ) in January 2025.

The purpose of SPEED is to modernise government services and make doing business in Jamaica more efficient while reducing the time individuals spend in long lines. To achieve this, SPEED uses a range of digital platforms, including both new initiatives and expanded versions of existing programmes.

SPEED Initiatives

Entities that have implemented various reforms of their systems under the SPEED programme are listed below.

Tax Administration Jamaica (TAJ) – More digital services are offered to the public through SPEED. Legislated under the Road Traffic Amendment Act 2025, motorists now have the option to pay for motor vehicle registration and fitness certificate renewals online and receive the documents by email. Therefore, stickers or physical decals for motor vehicles are no longer issued. Additionally, the options for the periods of validity for motor vehicle registration certificates have increased from 6 and 12 months to include 24 months.

Jamaica Constabulary Force (JCF) – June 2025 marked the release of the Jamaica Constabulary Force’s digital assistant ‘Constable Smart’. The application greets 911 callers in both English and patois and is capable of responding to a variety of queries such as road traffic offences, providing legal information, as well as offering administrative support by collecting incident statements.

The Ministry of Finance and the Public Service (MOFPS) – SPEED facilitates business incentives and easier compliance for micro, small, and medium-sized enterprises (MSMEs) by improving digital systems, and lowering compliance costs.

The Ministry of Labour and Social Security (MLSS) – SPEED facilitates faster work permits and approvals through its initiative Operation Streamline, a fully digitised application system, which reduces paperwork and improves the turnaround time for processing these permits. This means foreign nationals can use this system to apply for, track, and manage their work permits.
