Prime Minister, Dr. the Most Hon. Andrew Holness, officially launched the Chester Creek housing development in Portmore on Tuesday (March 3), which provides modern housing solutions for young professionals and families.
Situated on Westchester Drive, the West Indies Home Contractors Limited (WIHCON) project will deliver 328 townhouses to market under a four-phase project. Each unit is currently priced at $33 million.
Delivering the keynote address, Dr. Holness said that the new development is more than just a construction project; it is a reaffirmation of the national commitment to providing safe, modern housing that fosters community pride.
“Chester Creek sits squarely within our national objective to diversify housing supply, create options for young professionals and working families, and to reduce the barriers that prevent first-time homeowners from entering the housing market,” Dr. Holness said.

The Prime Minister highlighted the aesthetic and structural standards of Chester Creek, noting that the units were designed with the future in mind.
“What strikes you is the orderliness [and] uniformity… . We also see opportunity for families to own a piece of Jamaica but I understand that these are also built with the possibility for expansion at the back, so, it is an opportunity to grow families,” Dr. Holness said.
Phase one of Chester Creek is completed and phases two and three are currently under construction. The finished development will include a swimming pool, a clubhouse, a gym, playgrounds for children, and walking trails to foster community and a healthy lifestyle.
The development is conveniently situated near schools, shopping centres, and health facilities.
Additionally, WIHCON plans to carry out work to improve existing facilities in the wider Westchester community by rehabilitating a nearby multipurpose court and health centre, as well as creating a new jogging trail, a park and an outdoor gym.
Dr. Holness commended the construction company’s corporate citizenship, and its continued legacy of developing residential communities in Portmore.
He noted that WIHCON and its parent company the ICD Group have been building Jamaica as contractors “long before we had high-rise buildings, long before the causeway was built”.
“And so, this housing development represents a continuation of this great legacy, this great history of building well-designed homes for Jamaicans,” Dr. Holness said.
Chief Executive Officer (CEO) of WIHCON, Marvin Campbell, noted that the Chester Creek development is another in a long line of housing solutions that the construction company has created in Portmore during its over 60-year history.
“It’s about creating a foundation where families can grow, memories can be made, futures can be secure, and Chester Creek really is an embodiment of that belief. It’s a great development [and] it’s also a great investment,” he said.
