The Betting, Gaming and Lotteries Commission (BGLC) has advised that licensees are now required to pay a fee for the due diligence investigation (Personal Declaration Form 2 and 3), when renewing their Fit and Proper status.

The change took effect on July 1 and will see licensees paying $5,000, which is the same cost paid to conduct the first investigation upon entering the industry.

Director of Enforcement at the BGLC, Noel Bacquie told JIS News that the due diligence investigation is crucial for maintaining the integrity of the betting and gaming industry.

“Anybody entering the space to operate as a licensee has to undergo a Fit and Proper, which is a [comprehensive] background check and due diligence investigation,” said Mr. Bacquie, adding that the level of investigation depends on the category of the licence for which application is being made.

He noted that a review of each licensee’s Fit and Proper status must be carried out every five years.

The review process is a repeat of the work done at the initial stage and as such, the introduction of the fee is to cover the costs associated with the investigation, the Director of Enforcement said.

Mr. Bacquie also reminded licensees that the renewal process remains crucial, as it ensures that any significant changes in their circumstance, such as bankruptcy, arrest, conviction, or major asset purchases, are reviewed.

“Don’t forget that it is our responsibility to have this industry operate with integrity,” he said.

Failure to renew one’s Fit and Proper status will result in the inability of a licensee to renew their licences.

The BGLC is the regulator for Jamaica’s gaming industry. Its mandate includes oversight of the operation of betting, gaming and the conduct of lotteries.

The Commission grants permits, licences and approvals to persons or entities considered fit and proper to conduct betting, gaming and lottery activities.

It also protects the public from unfair, unscrupulous and illegal gambling activities while encouraging those who participate in gambling to always practise responsible gaming.
