$942 Million for Energy Management and Efficiency Programme

The Energy Management and Efficiency Programme has been allocated $942 million in the 2026/27 Estimates of Expenditure.
Being implemented by the Ministry of Energy, Transport and Telecommunications, the initiative is aimed at promoting fuel conservation by contributing to the avoidance of fuel imports.
The funds allocated for the new fiscal year will go towards completion of the retrofitting of air-conditioning systems and lighting at four hospitals, as well as completion of energy-efficient lighting retrofits at 50 health, education, public agencies and government buildings.
A technical review of the proposed reformulated Government of Jamaica licence to the nationwide electricity provider is also scheduled for completion.
As at December 2025, several key targets have been completed under the project.
These include deep retrofitting work at the University Hospital of the West Indies Hospital (UHWI), as well as finalisation of technical study number two to support energy/electricity planning.
Technical study number three to support the Integrated Energy Plan, and the National Integrated Energy Plan number three, were also completed.
Other key achievements up to December 2025 are the installation of the Urban Traffic Management System equipment and the development of a manual – Energy Efficient Management and Maintenance of High Efficiency Particulate Air System at government facilities.
Funding for the project is provided by the European Union (EU), Inter- American Development Bank (IDB), and the Japan International Cooperation Agency (JICA).
