The New Social Housing Programme (NSHP) was established in 2018 by the Most Hon. Andrew Holness, Prime Minister and Minister of Economic Growth and Job Creation (MEGJC), as the housing component of the HOPE programme.

The Programme was developed to improve the housing condition of the country’s poor and disadvantaged population by providing quality, affordable and sustainable housing.

The Programme is being implemented through the Ministry of Economic Growth and Job Creation (MEGJC) with the HOPE unit providing administrative and technical support being.

In order to maximize its effectiveness, the NSHP has been divided into three (3) implementation modalities:

The provision of indigent housing ~ The benefits will be equitably distributed across all 63 constituencies, with each constituency receiving five (5) units per annum. Approximately 315 housing units per annum will be constructed under this modality.

Relocation of vulnerable communities ~ Persons whose lives are in imminent danger will be given priority attention.

The Upgrading of Tenements (‘Big Yards’) ~ One (1) such project will be undertaken per constituency.

The NSHP is implemented under the Housing Act and is governed by key pieces of legislative instruments and policies to include:

– The Financial Administration and Audit (FAA) Act

– The Natural Resources Conservation Authority (NRCA) Act

– Government of Jamaica Procurement Guidelines

– The Building Regulations for the respective municipalities

– Local Improvements (Community Amenities) (LICA) Act
