The Ministry of Labour and Social Security is partnering with the Statistical Institute of Jamaica (STATIN) to conduct a national census to gain accurate data on the population and location of persons with disabilities.

Portfolio Minister, Hon. Pearnel Charles Jr., made the announcement during his contribution to the 2025/26 Sectoral Debate in the House of Representatives on Tuesday (May 13).

“A key barrier we have identified was our outdated analogue registry and registration process, which required in-person visits and created significant challenges for applicants. Recognising this, we are actively working to modernise the process to ensure no one is left behind,” Mr. Charles Jr. said.

The Minister also announced the launch of the ‘I AM ABLE’ app, a groundbreaking tool that will revolutionise how persons with disabilities interact with the Jamaica Council for Persons with Disabilities (JCPD) and, by extension, the Ministry.

Mr. Charles Jr. said the initiative is in collaboration with the United Nations Children’s Fund (UNICEF) and will be launched in June.

“Individuals will be able to register or renew their status with the JCPD using a mobile phone, simply by uploading photos of their Taxpayer Registration Number (TRN) and other documents. The app also provides real-time updates on the registration process, reducing approval time from 30 days to just mere minutes,” he stated.

Targeting 25,000 individuals, this innovation eliminates the need to travel to Ministry offices and removes a major barrier to access.

Importantly, persons with disabilities were directly involved in testing the app to ensure it meets their specific needs.

“The app offers further benefits, including applications for tax exemptions, grants, and other forms of support. A national education campaign will be rolled out by the JCPD to ensure widespread awareness and usage,” Mr. Charles Jr. said.

The Ministry will also launch a comprehensive sensitisation drive in partnership with key stakeholders to maximise access and awareness of the I AM ABLE app.

Mr. Charles Jr. noted that as the JCPD expands its outreach, the initiative will enhance coordination, connectivity, and support for persons with disabilities.

“This national effort underscores our commitment to inclusion and will require a growing cadre of specialists, including therapists, social workers, and artificial intelligence experts,” the Minister said.
