MIND To Develop Public Service Learning Framework

KINGSTON — The Management Institute for National Development (MIND) is to undertake the development of a Public Service Learning Framework, as part of the institution’s efforts to transform its operation and services it delivers.
Speaking at the institution’s 12th Annual Graduation Ceremony at the Old Hope Road, St. Andrew campus on December 10, Chief Executive Officer, Ruby Brown, noted that MIND was currently “well advanced” in its transformation and in the cultivation and establishment of a leadership ethos that demonstrates its commitment to providing the requisite knowledge and competency base for development of competent public sector leaders.
“This framework will place emphasis on understanding the broader human resource development context and imperatives within which the (public) service operates. It is envisaged that such a framework will provide a co-ordinated approach to systematically map pathways toward building required competencies and developing the necessary skill sets for a transforming public service. The process is expected to be comprehensive and inclusive, attended by much research rigor and stakeholder consultations,” she outlined.
Ms. Brown said in MIND’s effort to develop the framework, it is their intention to not just design and develop the framework, but to implement it.
“We will simultaneously strengthen our integrated and collective capacity to focus keenly and steadfastly on public service leadership development, towards the establishment of a leadership centre at MIND,” she added.
Some 232 graduands were awarded certificates, diplomas and degrees during the ceremony. They represented approximately 6.37 per cent of the over 3,641 persons who participated and successfully completed 77 courses and programmes, across 11 disciplines, delivered this year.
Valedictorian was Senior Internal Medical Resident at the Savanna-la-Mar General Public Hospital in Westmoreland, Dr. Andrew Salmon, who was awarded a Post Graduate Diploma after successfully completing the Public Sector Senior Management Development Programme.
The Jamaica Information Service (JIS) was one of seven entities, inclusive of four media houses, receiving special awards from MIND, in recognition of their contribution, as partners, in helping the institution to advance its mission of providing the public service with quality leadership and management training, supporting services and outreach, that will enable the sector to sustain a culture of enterprise, efficiency and responsiveness to the public.
