Senate Makes Provision for Exporters to Pay Conch Levy in Instalments

The Senate passed the Conch (Export Levy) (2013 Conch Season) (Special Provisions) Act 2013 on December 20, to allow exporters to complete payment of the conch export levy in instalments.

The Act permits exporters to complete payment of the export levy within three months of the date of submission of the application for an export health certificate and export licence by the exporter.

In July, Parliament approved the imposition of a US$1 levy on each pound of conch exported during the 2013 season.

The law requires that for each conch season, the rate prescribed by the Minister must be approved by Parliament.

The Conch (Export Levy) Act imposes a duty on the export of conch, to facilitate the sustainable management and development of the fisheries sector.

The Act, which was passed in April 2009, is used in part to offset the cost of implementing programmes for monitoring, control, surveillance and enforcement in relation to Jamaica’s limited conch resources.
