- Mrs. Foster-Allen, who was engaged as Permanent Secretary in the Ministry of Education on December 3, 2012, has held a number of leadership positions in the public sector both locally and in the United Kingdom, including Principal of the Shortwood Teachers’ College.
- Consequently, Dr. Maurice Smith, Director/Principal of the National College for Educational Leadership will be re-assigned as Permanent Secretary in the Ministry of Education.

The Public Service Commission is pleased to announce that effective November 16, 2015, Mrs. Elaine Foster-Allen, Permanent Secretary currently assigned to the Ministry of Education, will be re-assigned as Permanent Secretary in the Office of the Prime Minister.
Mrs. Foster-Allen, who was engaged as Permanent Secretary in the Ministry of Education on December 3, 2012, has held a number of leadership positions in the public sector both locally and in the United Kingdom, including Principal of the Shortwood Teachers’ College.
Consequently, Dr. Maurice Smith, Director/Principal of the National College for Educational Leadership will be re-assigned as Permanent Secretary in the Ministry of Education.
Dr. Smith holds the PhD in Educational Leadership and Policy Studies from the Howard University, and has had extensive training in leadership and school evaluation. He has served in varying capacities across the education sector both locally and in the United States, and has been engaged in his current capacity since September 2, 2013.
