Effective June 25, 2024 Tax Administration Jamaica (TAJ) implemented a new administrative policy for the transfer of motor vehicle ownership at all Tax Offices. The policy changes have become necessary as the Authority aligns this aspect of its operations to reflect the changes to the new Road Traffic Act.

All Ministries, Departments, Agencies of Government and Corporations are now required to advise the Tax Authority in writing of the names of officers, along with specimen signatures, who are authorized to transfer ownership of motor vehicles on the organization’s behalf. A Justice of the Peace must, duly witness the authorization letter bearing all the relevant signatures.

For a transfer to be effected the Certificate of Title of the vehicle to be transferred, must bear the entity’s official seal or stamp, and must be endorsed by the authorized officer. This procedure can only be done in the presence of an officer of the Authority, and the Certificate of Fitness, Motor Vehicle Registration Certificate, along with the identification of the authorized officer presented.

Motor vehicle owners are advised that transfers are to now be conducted observing the following:
• The owner endorses the certificate of title in the presence of an officer of the Authority, or
• The owner authorizes a person to act on their behalf, in which case the authorization letter or Power of Attorney must be duly stamped and recorded at the Registrar General’s Department.
