Cabinet has signed off on the Terms of Reference for the recently announced Electricity Sector Enterprise Team (ESET) and has issued the requisite appointment letters to the members.
The ESET will lead and manage the procurement process for additional baseload electricity generation capacity and related facilities against the background of achieving significantly reduced electricity cost to consumers, while ensuring diversification in the fuel supply mix.
Its scope of work also includes:
i) Implementation of a comprehensive programme to urgently replace baseload generation with more efficient plants, utilizing lower cost fuel in order to ensure that electricity is reliably provided to Jamaicans at affordable rates
ii) advising the Energy Minister on the terms of the Licence(s) to be issued;
iii) reviewing the current policy for the procurement of additional generation capacity to the national grid; and
iv) recommending in accordance with principles of good governance, such changes to the policy which it considers necessary to achieve a procurement process consistent best practices, responsive to the national requirements, and which can secure a suitable future solution.
