Watershed Project in Portland Receives $14.9 Million

The Integrated Approach to the Marine, Coastal and Watershed Resources of East Central Portland project has been allocated $14.9 million in the 2008/09 Estimates of Expenditure, now before the House of Representatives.
The project, which is funded by the Government and the United Nations Office for Project Services, seeks to capture best practices and lessons learned through other coastal, watershed and community management initiatives within the country. Its purpose is to also develop transfer methodologies that will facilitate the replication of best practices to other Jamaican watershed management units and to other Caribbean small island developing states.
Physical achievements up to February 2008 include the establishment of a watershed management body (Drivers River); stakeholder consultation on requirements and information; commenced draft of watershed area management mechanism; review of all existing national watershed, coastal and community initiatives and the staging of workshops with stakeholders. Other achievements include: identification of capacity building requirements of the Drivers River watershed in progress; project manager and staff contracted; project officers established; and review of all existing national watershed, coastal and community initiatives.
For the 2008/09 financial year, the project aims to expand project implementation process; continue review of all existing national watershed, coastal and community initiatives; document natural resources information and environment indicators; conduct legislative and policy reforms and to facilitate compliance, self regulation, enforcement and community roles. Other targets include conducting stakeholder consultation on requirements and information; develop test incentive mechanisms for improved land use practices; circulate draft watershed area management mechanism to stakeholders and policy makers; identify socio-economic barriers, alternate scenarios and demonstration areas and to identify target areas and applicable solutions for detrimental watershed activities.
