Public Sector HR Managers Introduced to Change Management Guidelines

Human Resource (HR) Managers across the public sector were on March 23, introduced to the Change Management Guidelines to be adhered to, during the public sector transformation process.
More than 200 HR specialists from the various ministries, departments and agencies of government met with members of the Public Sector Transformation Unit (PSTU), at the Ministry of Finance and the Public Service, at Heroes Circle.
The HR Managers were updated regarding the progress of the PSTU in general, and their roles in the change process, in particular. Human Resource and Industrial Relations Specialist at the PSTU, Mr. Ward Mills, said the Change Management Guidelines presented were the first draft of the templates and procedures to guide how workers are dealt with during the public sector transformation process.
“Whatever happens or does not happen in terms of people or organisations, change is in the air; people are concerned, people are wondering what will happen to them and so on. Once that is in the air, you have to manage it by communication, you have to manage it by engaging people and giving them accurate information,” he explained.

He said the templates were developed by a core group of about 20 HR specialists and that the templates provided would be open to revision, based on feedback coming out of today’s meeting and from the unions, which will also get an opportunity to make an input in the document.
During the session, presentations were made regarding formulation of communication plans; general protocol to be followed during the reorganisation process; guidelines for redeployment of staff; counselling for staff; and assistance available for workers affected by the restructuring, among other areas.

Chief Executive Officer of the PSTU, Mrs. Patricia Sinclair-McCalla, noted that if the guidelines were adhered to, the process of change should be generally smooth. She urged HR Managers to ensure that they treat workers with dignity, empathy and honesty during this period of restructuring.
“If we can be governed by what has been presented here, then we ought to be doing it the correct way, and I am trusting by your presence, that you recognise the need to do it the right way. A motto that has guided my own life, and I’m suggesting that it guides all our lives, is ‘do unto others as you would have them do unto you’,” she exhorted.
Meanwhile, Mrs. Sinclair-McCalla also informed that a first draft of the master rationalisation and transformation plan has already been presented to the Prime Minister and the Cabinet. She said the PSTU is expecting the Prime Minister will shortly sign off on the plan.
The PSTU was established in November, 2009 to find ways to transform the operations of the public sector, to make it more efficient and cost-effective.
