Representatives of the Police Civilian Oversight Authority (PCOA), including
Dr. Marshall Hall and Mr. Oliver Clarke today (June 2) toured sections of Tivoli Gardens to get a first-hand look at the conditions in the West Kingston community, following last week’s joint police/military operation there.
Mr. Hall told JIS News that instant restoration and rehabilitation of the infrastructure of Tivoli Gardens was necessary to assist the residents in moving forward.
Dr. Hall said a part of the social intervention necessary for the stability of the community was the repair of many of the amenities in the area.
“First of all there is the whole business of electricity. We probably need to work out a formula with the JPS to get the place re-powered, (and) perhaps give the people a special price,” he suggested.
“Secondly as far as the physical infrastructure.maybe we can fix up those that are very badly damaged,” he added.
He said many of the residents will also undoubtedly need counselling as, “the people we spoke to are still angry, they still have scars .but they are determined also to get back and that was a good sign”.
