Minister of Education, Hon. Rev. Ronald Thwaites (right), congratulates winner of the Carlton Levy Memorial Scholarship, second year Business Administration student at the University of Technology, Joelle Blake, at the Kiwanis Club of Kingston’s Club’s 50th anniversary meeting, held on September  2, at the New Kingston Conference Centre. Miss Blake is the first person to receive the scholarship, which is named in honour of Kiwanian par excellence, the late Carlton Levy.
