PM Golding Launches Tax Incentive Programme (TIP) for the redevelopment and restoration of Spanish Town

Prime Minister Bruce Golding this afternoon launched the Tax Incentive Programme (TIP) through which private, public sector agencies and individuals will be offered incentives to participate in the restoration and revitalization of the old capital, Spanish Town.
The programme will be managed by the Urban Development Corporation which will act as agents on behalf of the Ministry of Finance and the Public Service. The TIP was first introduced in 1995 to downtown Kingston and later extended to Port Royal in 1996 and Montego Bay in 2000.
Speaking at the launch at the Emancipation Square in Spanish Town this afternoon (Oct 27), Mr. Golding said part of the reason the Spanish town restoration and other urban development programmes had not taken off, was based on the fact that they were seen as government’s responsibility. However, he noted that Government would not be able to undertake these with the many other challenges facing the country’s education and health services, the weakness of its social services, and high levels of unemployment among young people.

Mr. Golding said his government might have spread itself too thin but there is now the need for it to return to its core functions to provide a safe environment, reduce crime, strengthen its police service and restore a level of comfort and safety among its citizens. ‘Every child must be assured of a good education and we must provide those resources to see that this is done’, Mr. Golding said.
Minister of Youth, sports and Culture and Member of Parliament for St. Catherine Central, Olivia ‘Babsy’ Grange welcomed the TIP programme which she said was a long time coming. She said a number of supporting programmes would be coming to Spanish Town soon, including improvement in the water supply and road works and the establishment of a youth information centre. ‘We are preparing for what I expect to be great investments from the private sector to develop Spanish Town in the interest of all the people of Spanish Town’, Miss Grange said.
