Phillips Calls for Tightening of Procurement Process

Member of Parliament (MP) for East Central St. Andrew, Dr. Peter Phillips, has called for a tightening of the Government’s procurement process.
Speaking during his contribution to the 2010/11 Sectoral Debate in the House of Representatives on July 27, Dr. Phillips said that all contracts, including sub-contracts, should be listed on a website “for all to see” and fit and proper provisions should be established for contractors.
“We demand fit and proper provisions if we want to open a bank or any financial institution, and so it is not beyond us to establish something similar for contracts,” he said.
The Opposition MP said he was in support of the creation of a single anti-corruption agency, which would work with the Office of the Contractor General, the Corruption Prevention Commission, and the Parliamentary Integrity Commission.
“I think a lot of these reporting systems overlap. I believe that it is critical to have such an agency with an independent investigative staff and that it has prosecutorial powers extended to it if necessary,” he stated.
Turning to electoral matters, Dr. Phillips stated that the Electoral Commission should be called on to consider and implement effective criteria for all persons, who seek elective office whether at the Local Government level or for the House of Representatives.
“We should also insist that the Electoral Commission move immediately to design and implement a transparent system for the monitoring and reporting of election campaign financing for political parties,” Dr. Phillips said.
