Performance Monitoring and Evaluation System to be implemented across Government

The Government of Jamaica’s Performance Monitoring and Evaluation System (PMES) is to be instituted during the 2011/2012 financial year, following Cabinet’s approval of its framework and implementation.
Speaking at Wednesday’s (November 24) post-Cabinet press briefing at Jamaica House, Minister with responsibility for Information, Telecommunications and Special Projects, Hon. Daryl Vaz, informed that the PMES is part of the Medium-Term Expenditure Framework, which is being spearheaded by the Ministry of Finance and the Public Service.
He said that the PMES is to be implemented across government beginning with the Ministries of Finance and the Public Service, Agriculture and Fisheries, Education, National Security, Transport and Works, Health, Justice, and the Cabinet Office.
“The PMES will provide a formal process through which the Government of Jamaica will monitor and report on results; support the setting of broad strategic priorities; and reflect these strategic priorities in the plans of ministries, departments and agencies, through the development of performance indicators and targets,” Minister Vaz said.
The PMES is part of the process to implement “managing for results” across government, which involves putting systems in place to maximise the use of resources. It also provides for measuring, targeting and monitoring organisations and individuals to ensure that they meet the requirements for improved efficiency and effectiveness.
