PBCJ regulations to be amended for appointment of board

An amendment to the Public Broadcasting Corporation of Jamaica’s (PBCJ) regulations will now allow for the appointment of a new Board for the entity, which has been without one for two years.
This follows Cabinet’s approval for the tabling of the Public Broadcasting Corporation of Jamaica (Amendment) Regulations 2010, which is subject to affirmative resolution in Parliament.
Making the disclosure at a post-Cabinet press briefing at Jamaica House on November 17, Minister with responsibility for Information, Telecommunications and Special Projects, Hon. Daryl Vaz, said the non appointment of a Board for the two- year period was due to certain stipulations under the existing regulations.
“Currently, the regulations require members of the Corporation to be appointed from among persons nominated by specified groups, some of which no longer exist,” he explained.
In the meantime, the Minister informed that Cabinet has approved the Charities Policy, which will inform the Charities Act as well as the issue of drafting instructions to the Chief Parliamentary Counsel.
“There is currently no single legislation that comprehensively deals with charitable organisations as well as their creation. These entities have to apply, depending on the benefit required, under different Acts, for example, the Income Tax Act and the General Consumption Tax Act,” the Minister said.
He said the Charities Policy and appropriate legislation will facilitate the proper supervision of entities that intend to carry out charitable activities.
The policy and legislation will also be geared towards rationalising the basis on which such organisations will be granted tax relief, as well as improving the transparency in the granting of waivers and exemptions to such institutions, and to reduce the need for application for waivers.
